Purpose
The Board of Directors takes all decisions essential to the operations of Sacem: it appoints the society’s CEO who enforces the policies defined by the directors. The Board meets nearly 50 times a year.
Composition
The Board of Directors is made up of six authors, six composers and six publishers each elected for a three-year term, and two writer-directors with two-year terms, one permanent member and the other a deputy member. Every year, one-third of the Board of Directors is renewed. Board members are elected at the General Assembly by their peers: Sacem members who are authors, composers and publishers.

She has written for Axel Bauer, Native (Si la vie demande ça) Calojero, David Hallyday, Nolwen Leroy, Sylvie Vartan, Mireille Mathieu, Lara Fabian, Bruno Pelletier, Roch Voisine, Chimène Badi etc. She has co-written songs with Laurent Ganem, Norbert Krief, Daniel Lavoie, André Manoukian and Laurent Marimbert and produced live music performances and shows for young audiences, circuses, and theatre with Florence Foresti and Christophe Alévèque.

Richard Seff
Author-Composer – Member of Sacem since 1972, Full member (Sociétaire définitif) since 1979.
Richard Seff is one of those names that resonates throughout the story of French song. It is a name associated with more than 300 songs on more than 20 million records sold. For this songwriter, everything began at 17, when he wrote his first songs with his brother Daniel. A native of Toulouse, Richard Seff met Claude Nougaro who, seduced by his lyrics, recommended him to his artistic director. Richard Seff signed his first contract with Claude Dejacques’s record company where he joined other promising talents, Maxime Leforestier, Catherine Ribeiro, Yves Simon and Gérard Lenorman. Lenorman spotted his talent and asked Richard to write songs for him. This led to a collaboration that would result in a series of hits, Le Petit Prince, Les Matins d’hiver, Les Jours heureux, Le Magicien, and above all De toi which reached No.1 in the hit parade in 1972. After that, Richard Seff was asked to write for many performers including Mike Brant (C’est ma prière, Qui pourra te dire), Joe Dassin (Un peu de paradis), Johnny Hallyday (Vivre), and Claude François (Quand la pluie finira de tomber). In 1973, he won the Charles-Cros Academy International Record Grand Prix with the song Aimer performed by Anne Marie David.
The following year, following his meeting with Francis Cabrel in a competition organised by Sud-Radio, Richard Seff embarked on another career. He decided to produce the young singer, whose first album released under the CBS label, Les Murs de Poussière , which included the song Petite Marie, was an immediate hit. From then on, Richard Seff worked primarily as a songwriter and producer. In the 1980s, in addition to Francis Cabrel, he produced the recordings of Jean-Pierre Mader (Disparue, Macumba, Faux coupable, Micro climat, Outsider and of the group Images , for whom he wrote all the songs. The Images’ album Les démons de minuit would stay at No. 1 in the Top 50 for 13 consecutive weeks in 1986.
The hits came one after the other. Again with his brother Daniel, Richard wrote and produced the first single, Kennedy Boulevard, by a young Belgian singer, Axelle Red. The record quickly went to No.1 in Belgium. It was the start of a long collaboration on several albums (Je t’attends, Elle danse seule, Le monde tourne mal, Bimbo à moi, etc.)
In 1991, Richard Seff was involved in the production of the first recording by Fredericks Goldman Jones. A few years later, with Francis Cabrel, he put together the Rencontres d’Astaffort that he would lead until 2001. It was at that time that he met Vincent Baguian, with whom he would go on to record two albums (Pas mal in 1996, Mes chants in 2000) and compose the music of Je ne t’aime pas, covered in duet by Zazie.
Richard Seff then wrote for many performers : Michel Sardou (Le livre du temps), Chimène Badi (Mot à mot), Patrick Fiori (C’est notre histoire) Elodie Frégé (Moins de toi), Elisa Tovati (Moi je t’aime pour rien, Débile Menthol, Un garçon facile).
In 2004, Richard Seff published with Flammarion his first novel La décadanse (a title borrowed from Serge Gainsbourg), a pamphlet inspired by the onslaught of reality TV in the media and which describes how marketing is destroying creativity. Two other novels would follow, Une idée du bonheur, (Éditions Le marque pages) and Les étoiles meurent aussi (Ipanema), a roman noir set in the world of show business.
Since 2008, Richard Seff has been a member of the Board of Directors of Sacem, of which he is one of the current vice-presidents. He has also been a board member of the National Union of Authors and Composers (UNAC) since 2002.
He has also been a member of the the Varieties Commission on several occasions since 1995 (1999-2004 President), and a member of the Mechanical Rights Management Committee (DRM) from 2005 to 2008.

Bruno Lion
Publisher – Managing director of Peermusic (and also SEMI & Meridian).
Bruno Lion was born on the 8th of Marsh 1963. He is a publisher, managing the French office of Peermusic (as well as Semi and Meridian). He has been Chairman of the Sacem Board of Directors since June 2019. He was reelected in June 2020.
From his first steps in volonteer work to his responsabilities as an independant publisher, Bruno Lion kept his passion for music untouched.
There was a time when he was nicknamed “MrRock”, back when François Mitterrand was President of France and Jack Lang was Minister of Culture. He co-founded the Centre d’Information du Rock et des Variétés (CIR, later to become IRMA) and started the “Officiel de la Musique”.
Early in his career, Bruno Lion committed himself to aiding and protecting artists, authors, composers and musicians.
After four years in the Ministry of Culture (1989-1993), as an independent producer he developed the Déclic label before joining the French office of Peermusic in 1999 initially as artistic director for two years and then as managing director for nearly twenty years. Peermusic’s eclectic catalogue of artists includes Davide Esposito, Matthieu Mendes, Renaud Rebillaud, Anna Kova, Gaël Faure, The Legendary Tigerman, De Laurentis, Agoria, Ateph Elidja, Sharko, Gipsy Kings and Kassav’… The music for the moving image includes the Galatée catalogue Microcosmos and The Chorus with music by Bruno Coulais.
As a long time CSDEM (Trade-Union Chamber of Music Publishing) director, he presided over the Fund for the Creation of Music (FCM). He then chaired for seven years the “Tous Pour La Musique” association which gathers actors of the music industry and aims at promoting creation, giving larger information on the diversity of professions and intellectual property.
He was a frequent member of the Sacem Board of Directors (including two years as the Deputy Chairman), of SDRM, which he was the President for one year and the former President of Sacem Variety Music Committee.
In 2014, he was rewarded for Peermusic by the Grand Prix Sacem of musical publishing. Officer of the Order of Arts and Letters, Bruno Lion is Knight of the Legion of Honour as well.
Although his exemplary career is peppered with key dates and awards, it has never extinguished the flame that burns within: let’s make music happen.

Elisabeth Anaïs
Author, Member of SACEM since 1979.
An avid reader of the classics, Elisabeth Anaïs played with words to construct her world.
She filled notebook after notebook with everything that came into her mind, wandered through streets, books, films, creating her own Pocket Pantheon. Her prose is sung by many artists, and numerous composers seek to work with her. She dabbles in everything and is always on the go.

BUDDE MUSIC was admitted to Sacem in 1970. Full member (Sociétaire définitif) since 1976.
Director of France Budde Music Publishing since November 2016. Co-manager of France Curci.
After a few years working in labels, her editorial experience started at Atmosphériques Publishing from 2002 to 2007 and continued at Une Musique (TF1 Group) from 2008 to 2016. She was in charge mainly of the development of the catalogue sub-publishing and the representation of foreign catalogues. Member of CSDEM (French association of publishers) and SPPF (French Phonogram producers’ collecting society).
Along with experience, her missions at France Budde Music bring her naturally to join the Programmes Commitee
Indeed, she has a real expertise in mechanisms which are essential to the elaboration of TV channels declarations for the collective management organizations.
Her exacting and critical eye on audio-visual declarations helps reinforcing the Commission in its missions.

Rodolphe Dardalhon
Rodolphe Dardalhon founded Roy Music in 2005.
An eclectic label that discovered talented performers such as Talisco, Jerome Attal, Mademoiselle K, Jil is Lucky, The Toxic Avenger, Hangar, Oldelaf, Make the Girl Dance, Huko, Cozy, No Money Kid, Disorder Kid, Alba Lua, among others.
The label groups producers, publishers, audiovisual producers, producers of shows and a musical synchronisation agency.

Serge Perathoner
Member of Sacem since 1975, Full member (Sociétaire définitif) since 1993.
Board member of Sacem since 2013.
Serge Perathoner is one of those talented composers who have helped to popularise many French songs or music shows. It all started with classical training at the Conservatory in Troyes, then at the Supérieur de Paris in piano, chamber music and composition. In 1977, he debuted alongside singer Yves Simon and wrote arrangements for the music of the film Diabolo Menthe by Dyane Kuris.
During this time, Serge Perathoner also produced in several orchestras where he played an active role. There was first of all jazz rock band Transit Express, with guitarist Christian Leroux and American violinist David Rose. With Rose he would go on to form two new bands, Rose and Blue Rose.
Serge Perathoner then follows with concerts and recordings. He has collaborated with many artists including Michel Berger, Gall France, Johnny Hallyday, Jacques Higelin, Jane Birkin, and Gerard Manset. He has also been the arranger and musical director on albums by Celine Dion and France Gall. He is well-known for the high quality of his arrangements. A close associate of Michel Berger, he was responsible for the arrangements and musical direction of the hit rock operas Starmania (1988 and 1993 productions) and la Légende de Jimmy (1991). The co-writer of these two operas, Luc Plamondon, working with the composer Richard Cocciante, turned to him again for the musical comedy Notre-Dame de Paris.
At the same time, Serge Perathoner continued to compose and create many musical scores, often with famous bass player Jannick Top, whether for Roland Petit’s ballets, theme music for series (Navarro, Fabio Montale), TV transmissions (Ushuaia by Nicolas Hulot, Operation Okavengo) or even commercials and stage shows (La folle part en cure by Liane Foly).
For cinema, television and theatre, he also works regularly with his old accomplice, Pierre Jolivet, with whom he has composed music for films such as Strictement personnell, Le Complexe du kangourou and En plein cœu. He has also written the music for many other films including Paco l’infaillible by Didier Haudepin, which won the Jean Delmas prize at the Cannes Film Festival in 1979.
At the end of the 80s, Serge Perathoner founded the company Piano Bass Music, which produces and publishes most of his compositions.

Patrick Sigwalt
Composer, Chairman of the Board of Directors
Winner of the Ascap “Screen Music” Award in 2020 for his work on the number one show in the US Alvinnn!!! and the Chipmunks, Patrick Sigwalt also won the César “Film Score” Award in 1998 for his work of producer on the music composed by Bernardo Sandoval for the movie Western directed by Manuel Poirier.
Plunged into a musical environment at an early age, Patrick Sigwalt starts playing the piano at four. He is twelve when he took the stage for the first time and sixteen when he recorded his first album. While studying advanced mathematics and wave physics at the C.N.A.M, he is taking a keen interest in sound synthesis and recording. After an internship at Town House and Air Studios in London, he returned to France and joined the Studio Delphine in Paris. He worked as a sound-engineer and artistic director for multiple records of Delphine Productions and took charge of the technical lead of the studio.
In 1985 he founds with Jean Baudlot First Dynasty, a rock label focused on emerging talents. In 1988, he started working as a free-lance and played a part in the composition and the production of many records and film scores in France and at the international. In 2008 he founds Score Factory, a production company specialized in original soundtrack music.
Patrick Sigwalt composed over four hundred pieces for film and television, which include Tristan et Iseut, Le complice idéal, Piaf Intime, Max & Lili, Heidi, L’Atlantide…
He also composed and produced over two hundred fifty records for French and international artists such as Sade, Laura Branigham, Serge Gainsbourg, Francis Lai, Bernard Lubat, Marc Perrone, Arthur H, Manu Dibango, Western, ERA, and won multiple diamonds records for the Ocarina LP.
Teacher at the National Superior Music and Dance Conservatory in Paris (CNSMDP), where he founded the “Music Score” class.
Admitted to Sacem in 1998, member of the Spedidam and the Adami, Honorary President of the UCMF, Vice President of the Snac, administrator of the Seam, Patrick Sigwalt is a strong supporter of creators and copyright/author’s rights. Administrator of the ‘Comité du Coeur’, he was a ‘commissioner of Sacem’s Professional Training Committee from 2014 to 2019, of the FCM’s Music Score Committee from 2014 to 2016 and of the Afdas’ Music and Choreography Committee from 2013 to 2016. He is elected Chairman of the Sacem’s Board of Directors in June 2021.

Michael Tordjman is a composer and producer. He has produced songs for Madonna, Martin Solveig, Keedz, Daho, Brigitte Fontaine, Bob Sinclar, etc.
He composes music for films (Babysitting 1&2, Polisse, Les nouvelles Aventures d’Aladin, Les profs, Raid Dingue, La ch’tite famille, Gad Elmaleh, Alibi.com etc.), TV (Empreintes, Envoyé spécial, Les guignols de l’info, Serge le Mytho), radio (RTL soir) and advertising (Fanta, Orange, Cartier, Malibu, etc.).
