Cécile Rap-Veber

Cécile Rap-Veber is Chief Executive Officer of Sacem since October 2021. She was, since January 2019, Director of Development, International and Operations and member of the Executive Committee. She has played a major role since 2013, when she joined, in Sacem’s digital transformation and internationalisation. She initiated and supervised the deployment of the world’s first online rights management platform, URights. She contributed to Sacem’s recent growth by overseeing global partnerships with major platforms, media and internationally recognised music publishers. She, along with David El Sayegh, create the new collective management body for press rights in France.

PROFESSIONAL EXPERIENCE
A former lawyer at the Paris Court of Appeal, she joined Universal Music France in 2000, where she was Legal & Business Affairs Director and then Universal Music Consulting & Content (UMCC) Director until 2013.

OTHER WORK AND COMMITMENTS
Cécile Rap-Veber is General Secretary of the Society for the Administration of Mechanical Reproduction Rights (SDRM). She sits on the Board of Directors of Copie France. She is also on the Board of Directors of CISAC (International Confederation of Societies of Authors and Composers) and the French Centre national de la musique.

Cécile Rap-Veber holds a Master’s degree in Contract Law and Private International Law and a Certificate of Proficiency in Law (CAPA) from the Paris Bar.

Deputy CEO

Deputy SEO

David El Sayegh

David El Sayegh is Deputy CEO. He had previously been Secretary General since 2013, in charge of the Legal Department, Institutional Relations, Anti-Piracy and Music Services. He has played a major role in the transformation and development of Sacem in recent years. He has been at the forefront of the battle to defend and promote the recognition of authors’ rights at the French and European levels, and has made a major contribution to the development of the legislative and regulatory framework that has enabled the establishment of international partnerships with the major digital players.

PROFESSIONAL EXPERIENCE
David is a specialist in intellectual property law and worked for five years at Soulié & Coste-Floret, before joining Sacem for the first time, in the Internet, Media and Reproduction Rights Collection Division. In 2007, David joined SNEP as Director of Legal Affairs and New Technologies, before becoming their CEO from 2009 to 2013.

OTHER WORK AND COMMITMENTS
David is President of the Public Affairs Committee (GPC) in CISAC, the International Confederation of Societies of Authors and Composers and a member of the Board of Directors of Copie France.
He is also a member of AFPIDA and of Alai, acting as a representative in the Commission for article L. 311-5 of CPI for the remuneration of private copying, a member of the Council for Literacy and Artistic Property (CSPLA) and Publication Director of the Revue Internationale du Droit d’Auteur (Rida).

Didier Antoine
DIRECTOR OF AUDIOVISUAL RIGHTS AND PRIVATE COPYING

Didier Antoine

Didier Antoine is Director of Audiovisual Rights and Private Copying and has been a member of Sacem’s Management Committee.

PROFESSIONAL EXPERIENCE
Didier is in charge of negotiating and managing contracts and supervising collection in the audiovisual media, video (physical and digital media) and private copying sectors.
Didier joined Sacem in 1991 as a research and negotiation specialist. Since then, he has held a number of positions including Head of Licensing, Project Director for the Integration of IT Tools, Deputy Director of the Public Broadcasting Licensing Department and Director of the Audiovisual Rights Department.

Didier has been a member of the Board of Copie France since 2021. He is also a member of the Media Technical Committee of the International Confederation of Societies of Authors and Composers (Cisac).

EDUCATION & TRAINING
Didier has a master’s degree in public law and a postgraduate diploma in European affairs from the Université Panthéon-Sorbonne. He also holds a diploma in management from Essec and the Institut Multimédia.

François Besson
Director of Cultural Affairs

François Besson

François Besson has been Director of Cultural Affairs since 2013. This division promotes the career development of songwriters, provides support for publishers, promotes the exploitation of works and offers support for creative projects in all genres, as well as in the field of music for the moving image, in France and internationally.

PROFESSIONAL EXPERIENCE
François Besson began his career at Diapason as Editorial Secretary before joining Universal Music, when Universal Classics was established. After five years at France Inter, where he was in charge of the Promotions and Partnerships Division, then Director of Music Programming, he joined Sony Music in 1993 as Director of the Classical and Jazz Division. François Besson joined The Walt Disney Company in 1996 and, from 2001, worked in the operational marketing agency in France and the United Kingdom. In 2009, he founded his marketing and project development agency, specialising in classical music.

OTHER WORK AND COMMITMENTS
François Besson lectures at the National Conservatory of Music and Dance in Paris (CNSMDP) on topics related to broadcasting and new media.

Caroline Bonin
CHIEF LEGAL OFFICER

Caroline Bonin

Caroline Bonin has been Sacem’s Chief Legal Officer since 2014. She leads the Legal Department, which is responsible for informing and advising the various operational departments about legislative, regulatory and case law developments. She also manages the society’s litigation and can help with any legal questions from the authors, composers and publishers who are Sacem members. Caroline has been a member of the Sacem Management Committee since 2021.

PROFESSIONAL EXPERIENCE
As a lawyer at the Paris Court of Appeal, Caroline practised for 10 years, starting her career in 1998 with Stibbe before joining Bredin Prat in 2001. She joined Sacem in 2008 as Deputy Legal Director.

OTHER WORK AND COMMITMENTS
Caroline is President of the Legal Committee of the International Confederation of Societies of Authors and Composers (Cisac), Vice-President of the Legal Committee of the European Grouping of Societies of Authors and Composers (Gesac), and a member of the Legal Committees of the International Bureau of Mechanical Reproduction and Recording Societies (Biem), FastTrack and Digital Data Exchange (DDEX).
She is also an alternate member of the Conseil supérieur de la propriété littéraire et artistique (High Council for Literary and Artistic Intellectual Property, CSPLA) and a member of the Board of Directors and the Editorial Board of the International Review of Copyright (Rida).
Caroline is Managing Director of the Société des Droits Voisins de la Presse (Neigbouring Press Rights Society, or DVP), created in October 2021. This new collective management body will provide press stakeholders with the collective tool essential for negotiating, collecting and distributing the neighbouring rights of publishers and press agencies.

EDUCATION & TRAINING
Caroline holds a Master’s degree in international private law and arbitration and a Master’s degree in industrial property law from the University of Paris 2 – Assas, and is a qualified lawyer (Capa) on the Paris Bar.

Caroline Champarnaud
INTERNATIONAL DIRECTOR

Caroline Champarnaud

Caroline Champarnaud has been International Director and a member of the Sacem Management Committee since 2022.

PROFESSIONAL EXPERIENCE
Caroline manages all of Sacem’s international activities, with a view to maximising the income of its members and partners from all over the world. She has been Director of International Development at Sacem since 2016. In this role, she has been managing Sacem’s relations with foreign authors’ societies for several years, in particular with those that have entrusted Sacem with an online rights management mandate (Ascap, USA; Socan, Canada; and Komca, Korea). Previously, Caroline headed the Phonographic and Digital Rights department, where she negotiated the first mandates with international publishers, as well as licenses with key digital players in France and around the world. To further Sacem’s international development, Caroline and her teams are doing consulting work and developing partnerships in the Middle East and sub-Saharan Africa.

Caroline actively participates in several international working groups for the improvement of foreign copyright collection, within Cisac and Biem, most recently following the creation of the MLC (Music Licensing Collective) in the U.S.

Caroline is a graduate of the Paris School of Business, where she specialised in marketing and international strategy. She also holds a Master 2 in Internet and Media Economics from the Institut Multimédia.

Paul Cohen-Scali
CHIEF INFORMATION AND TECHNOLOGY OFFICER

Paul Cohen-Scali

Paul Cohen Scali has been Chief Information and Technology Officer at Sacem since August 2019. In this role, he is pursuing digital transformation in the service of the company’s objectives and its commitment to generate value for authors, composers and publishers. In particular, he is striving to improve member services and strengthen the ability to process ever-increasing volumes of data. It is through these many projects that Sacem anticipates and responds to digital challenges and those of the music sector. He is also a member of the Board and the Executive Board of DDEX (Digital Data Exchange) as the representative of Sacem.

PROFESSIONAL EXPERIENCE
Paul Cohen Scali started his career in various positions in the military sector and then in new technologies, notably at Cap Gemini. In 1997, he joined Bouygues Télécom where he contributed to urbanise the information system and worked on mobile phone services as well as on the commercial information system. In early 2009, he joined PMU as CTO to implement digital transformation in a context of opening towards competition of the online gaming market. In 2017, he was promoted to Chief Information and Technology Officer and joined the Management Committee.

Julien Dumon
DIRECTOR OF DEVELOPMENT, PHONO & DIGITAL, SACEM CEO URIGHTS SUBSIDIARY

Julien Dumon

Julien Dumon is Director of Development, Phono and Digital, CEO of the URights subsidiary, and a member of the Sacem Management Committee since January 2022. In this role, he develops digital collections and improves value sharing for creators and international partners, optimises collections from physical media and explores the new areas of expression digital media offers to create value-added services and diversify revenue sources for creators.

PROFESSIONAL EXPERIENCE
Julien started his career as a « new technologies » lawyer in the Internet unit of the Vivendi group. He then joined Universal Music France as Business Affairs Manager for digital activities and later as Business Affairs Director in charge of digital and 360° activities for the group. After ten years at Universal Music, Julien took over the Licensing Department at Deezer as VP for Music Rights, defining the acquisition strategy for music catalogues and coordinating all negotiations with producers (independent labels, majors), music publishers and collective management societies worldwide.
In 2015, he joined Sacem as head of the Phonographic and Digital Rights department to develop Sacem’s collections in the digital environment. Julien has played a central role in the growth of Sacem’s digital revenues. He has signed contracts with all the digital players, both nationally and internationally, and has significantly increased the sources of revenue Sacem’s members and partners are able to tap.
He actively contributed to the development of URights, a global online digital rights-management platform. With the emergence of Web3 and its decentralised and collective universe, Sacem is developing, through its URights unit, led by Mr. Dumon, new and innovative services for its members and partners. By making it possible to offer innovative services to partners or companies in other sectors, the creation of the URights subsidiary is fully in line with Sacem’s development strategy.

OTHER WORK AND COMMITMENTS
Julien Dumon is an executive member of the Media Technical Committee at Cisac (the International Confederation of Societies of Authors and Composers), and the Steering Committee for TOWGE. In this capacity, he actively participates in the cooperation between rights holders to establish harmonised practices related to the claiming of works and the distribution of collections from multi-territory licences.
As part of his duties, he regularly collaborates with the National Music Centre and other French institutions on music-sector topics including innovation and new uses.

EDUCATION & TRAINING
Julien holds a Master’s degree in Intellectual Property and Information Technology Law from CEIPI and the Robert Schuman University in Strasbourg. He also holds a Master’s degree in International and Comparative Law from the University of Picardie Jules Verne and the Vrije Universiteit in Amsterdam.

DIRECTOR OF MEMBERSHIP

Thibaud Fouet

Thibaud Fouet has been Director of Membership since January 2019. In this capacity, he is responsible for overseeing all aspects of membership relationships, including all the new tools necessary to satisfy our members requirements and the development of our social and professional services.
He is at the head of three departments: Social and Professional Affairs, Services and Members and Verification of Distribution.

PROFESSIONAL EXPERIENCE
Thibaud joined Sacem in 1992 after three years working in live performance. His career in the regional network led him to the position of Regional Delegate both in France and overseas. After gaining experience in the Company’s regional network, he took over the responsibility of the Divisional Audit Department in 2006, a position to which was added, in 2014, the post of Director of Membership Services.

Fabienne Gestin
HUMAN RESOURCES DIRECTOR

Fabienne Gestin

Fabienne Gestin has been Human Resources Director at Sacem since July 1st, 2022.

PROFESSIONAL EXPERIENCE
Fabienne is Director of Human Resources at Sacem, where she has spent most of her career. She joined the company in 2000 as Head of Recruitment, before becoming Head of Employment & Careers and then Deputy Director of Human Resources in 2017. She is particularly sensitive to diversity issues, especially gender equality. She has pushed through several initiatives related to gender diversity in the workplace, ranging from equal pay to parenthood, and in 2018 created the first internal womens’ professional network, named Loïsa in honour of the first female member of Sacem.

MENTORSHIP AND AWARDS
Fabienne taught for several years at the Mines Paris Tech school. Her courses focused on the « functioning of organisations ». In 2019, she and her team placed fourth among the top 10 recruiters for diversity.

Fabienne has a postgraduate degree in Human Resources Development.

Florence Graveline
DIRECTOR OF INTERNAL AUDIT AND CONTROL & DATA PROTECTION OFFICER (DPO)

Florence Graveline

Florence Graveline is both Director of Internal Audit and Control and Data Protection Officer (or DPO). The combination of these two key functions under her supervision provides a 360° view of compliance for all Sacem projects. The Internal Audit and Control department supports Sacem operations through risk management and the implementation of compliance, develops a culture of internal control practices and contributes, in particular through its audits, to the reliability of the society’s processes.

PROFESSIONAL EXPERIENCE
Florence began her career in law firms specialising in intellectual property and information technology (IP/IT). In 2003, she joined the legal department of SACD (Société des auteurs et compositeurs dramatiques) as an IP/IT legal expert. In 2007, she joined Sacem’s legal department as head of legal studies, providing her expertise to the operational departments on all issues of interest to the society. In addition to her legal duties, she became personal data protection official for Sacem in 2010, and then in 2018, Data Protection Officer.

Florence Graveline holds a Master’s degree in Digital and New Technology Law from the University of Paris I/Sceaux and the Certificate of Aptitude for the Legal Profession (Capa) from the Paris Bar Association.

Emmanuel Sadacca
CHIEF FINANCIAL AND STRATEGY OFFICER

Emmanuel Sadacca

Emmanuel Sadacca has been CFO of Sacem since October 2022, in charge of the financial management of the society, including accounting, cash flow management, procurement, property and general services. He and his team constantly strive to guarantee that Sacem’s activities are carried out at reasonable cost in an increasingly competitive French and international context.

PROFESSIONAL EXPERIENCE
Emmanuel began his professional career with EY in 2001, where he audited the French music publishing subsidiaries of the major record label EMI Music. He then spent nine years — from 2004 to 2013 — at EMI, on the music production/recording side, as a central management controller and then as a label management controller, finishing with the position of director of management control. Emmanuel first worked for Sacem from 2013 to 2018 as director of management control, in particular to optimise the monitoring and steering of the management account, collection and distribution flows, and suspense accounts. He left Sacem in early 2018 to become CFO of the BETC communications agency and some of its subsidiaries, including the General POP advertising production studio and Les Magasins Généraux cultural exhibition studio, within the Havas division of the Vivendi group.

Céline Stierlé
DIRECTOR OF COMMUNICATION, ENGAGEMENT AND PUBLIC RELATIONS

Céline Stierlé

Céline Stierlé has been Director of Communication, Engagement and Public Relations since September 19, 2022. This newly created department aims to strengthen Sacem’s global strategy for dialogue and outreach towards its various stakeholders, including institutions, and to develop its approach to societal and environmental commitment.

PROFESSIONAL EXPERIENCE
Céline held the position of Communications Director at PMU since 2020, after having been Communications Director at Amazon Logistique France from 2015 to 2017, and then Group Director of Press Relations and Public Affairs at IDEMIA. Céline Stierlé also held the position of Associate Director at Havas Paris, which she joined in 2009.

EDUCATION & TRAINING
Céline holds a postgraduate diploma (DESS) in audiovisual communication law and administration (Paris 1 – Panthéon Sorbonne), a postgraduate diploma (DEA) in communication law (Paris 2 – Panthéon Assas) and a diploma from the French Press Institute (Paris 2 – Panthéon Assas).

Lyne Tastet
DIRECTOR OF OPERATIONS

Lyne Tastet

Lyne Tastet has been Director of Operations and a member of the Executive Committee since 2021. She coordinates the documentation and royalty distribution for works, based on broadcasting data (television, radio, internet platforms, social networks, physical media, etc.). Her work benefits creators, publishers, Sacem’s mandators (including the international publishers Umpi, Warner Chappell, Impel, etc.) and other collective management organisations such as Ascap, Socan or Komca. She is implementing a process-transformation and training plan for the 170 employees of the Operations 3.0 department.

PROFESSIONAL EXPERIENCE
A general engineer focused on digital technologies and the evolution of information systems, Lyne joined Micropole-Univers in July 2001 as IT project manager. She led a number of projects in the company that combined technology and people management and became a senior development engineer in the design and implementation of Java projects.
She came to Sacem in 2006 as a consultant for IT project management. In 2008, she joined the Sacem staff, coordinating the rollout of the processing chain for online use (from collection to distribution of royalties.)
In 2011, she joined the Operations Department as Head of Distribution for internet, physical media, private copying and foreign rights. In 2017, she became Head of International Distribution and took over the management of pan-European mandates (documentation and distribution activities).

EDUCATION & TRAINING
Lyne is an IT engineer with a degree from ESILV (École Supérieure d’Ingénierie Léonard de Vinci, which is ranked in the « A » group of French engineering schools).

Stéphane Vasseur
NETWORK DIRECTOR

Stéphane Vasseur

Stéphane Vasseur is the Network Director, in charge of collecting general rights (public usage rights) from all over France from a wide range of client-users of music. He leads teams based at Sacem headquarters and in the regions spread over 60 local offices.

PROFESSIONAL EXPERIENCE
Stéphane joined Sacem in 1992. His career in the regional network led him to serve as Regional Delegate in a number of regions, as Head of Surveys in the Department of General Rights, as Regional Director and, subsequently, as Deputy Network Director. He has been at the head of the regional network since 2014.
